The Boss is stressed out. The work budget is all messed up and she hasn't had a break in so long! She calls in one of the employees who put a request in for a raise. She discusses with him how a raise should be given to people who go above and beyond their daily work responsibilities and how the boss should be impressed with the work ethic. Maybe he could start by going above and beyond for her and help her relieve some of the stress she has been under.
